How can total A/H ratio contradict activity ratio?

How can total A/H ratio contradict activity ratio?
On the server Magtheridon it shows that there are 4218(41%) alliance and 6094(59%) Horde but the activity ratio shows 1.6(alliance):1(horde). If I filter it to lvls 50-60, I see 51%A:49%H. I'm pretty sure there are more alliance than horde-and the activity ratio verifies this, but how can the total numbers say differently? I hear because of alts, but it doesn't makes sense how can alts get counted unless they come online?-which if they do come online should make the activity ratio for horde larger. OMGWTFBBQ someone please explain.
There is one very key piece of information for Magtheridon. It is the number of submissions in the last 30 days for each side.
You'll see that there has been 16 (very, very few) for Alli and 180 for Horde (a good amount).
What this means is that the Horde side is likely better covered and more of the Horde characters have been 'seen' and tracked. This will cause the Horde numbers to be better covered, and indeed shows that there are more Horde.
Now, if you look at the player activity chart, you see that the actual number of people seen per snap shot are higher for Alliance than for Horde. Which causes the activity ratio towards the Alliance.
It would be very beneficial to get more entries from Alli on Magtheridon to be more comfortable with what is show. 100+ would make me feel much more comfortable with the overall picture. When there is such a low number of submissions, it leads to some inaccuracies on the actual numbers. The good news is that even though the actual numbers are probably off, the percentages are probably accurate. It doesn't take much to determine overall server percentages even if you don't have the exact figures.

And when....
Not only would more help but when they're taken as well. Taken every hour for a full 24 hours would give you a better idea of the total percentages, or at least every hour for the hours that you play on the server. Do this on the busiest days for both factions and go by those numbers, this will mean more to you than what the web site says.
