Rank:Population ratio

Is it true that rank is actually based on population? Because I went from scout to 90% of the way through Seargant. I'm going to PvP as much as possible until I reach the proper rank to get my Black War Raptor. However, since I play on a server that has an alliance:horderatio of 3:1, does the TOTAL server population affect rank, or is it your faction only? It would make more sense to be faction only, but you never really know.
