I have seen servers with 21k population so i'm guessisng it represents the number of total characters, not the number of online population.

Yes, if you wish to know the number of players you're better off looking at the activity numbers for each server. Those numbers show players online at specific times, a pretty good indicator of the number of players actually playing.
