What does XP Factor mean on the census screen?

It is an indicator of how experienced the characters in that faction are. If I recall correctly, an earlier version of Censusplus used actual experience figures, but with the level cap raises and large numbers of level 80s, the display started to go buggy, because the resulting number was too large. So Rollie created the XP Factor to keep the number down.

Yup, 1974 is correct. I think the XP Factor now seems to do fairly well?
