WoW character transfer question

I've been looking at Blizzard's FAQ's but I can't find an answer to this question.
If a Person playing on a EU realm wants to move the character to a Russian realm they apparently must (?) have the language pack or be very confused
(at least that is what I read from http://wow.joystiq.com/tag/russian-servers/ ) the the reverse move would also seem to be true.
But is a name change required with this move? It would seem so otherwise character names would be unreadable since the character set is so different.
