Always show number of submissions

When looking at a realm's stats page, if one side has zero submissions it doesn't show the number (or colour status) of either side's submissions.

Not normally a problem, but on one server I'm censusing the side I don't census has zero submissions, and as a result I can't see how many submissions the side I am censusing has had to know whether or not I should switch sides. Would be nice if it could show the number of submissions at all times - I know it doesn't make a proper ratio when one side is zero but it makes life easier to see the numbers

Done, will take up to 24 hours for all the cached versions of the census pages to update, but will reflect that when new ones are requested.
