WAR Guild Roster Last Seen not updating correctly

Rollie,

After looking through the Tribunal roster it seems to be not updating characters properly. It shows some chars still below level 40 when they have been for a couple weeks. I see some people last seen from 2 months ago when I know they have been on. I know my census is catching them because I run it about every 15 mins when I am online, and sometimes thats 15+ hrs a day.

Gimme a couple of examples, and I'll see if I can track down any issues.

I think I figured it out myself. I guess alot more people are running ANON for some reason than I thought. I don't really see the reasoning, but I think that may be the issue. I will check into it.
