Trouble with Census....help!

Sorry if this seems like a silly question... 
I downloaded the latest version of Census, and placed it into my World of Warcraft/Interface/Addons folder and then extracted the files to the add-ons folder. However, whenever I start the game, nothing happens (i.e. no census button(s)) Is there something else I should have downloaded? Do I need to have Cosmos?
