PvPRank and censusplus.lua rankindex ?

I'm not sure if this is a bug or by design, but i'd thought i'd ask the question anyway...
I've been taking census of the new EU-Dentarg server ever since i started my guild up there, however, i can't figure out the PvPRank index.
It appears for those who have not gained rank yet, the PVPRankIndex held within the Cencusplus.lue file shows as IndexRank = 7....

["RankIndex"] = 7,
["Level"] = 24,
["Class"] = "Rogue",
["Rank"] = "Unranked",
It also shows different ranks for Private, some say rankIndex 1, others RankIndex 2 etc.....
I've completely pruged the data, as well as deleted the CencusPlus.lua file in order to allow Census to create a new one.
How do these numbers reflect actual PvPRank ?
