Do we need to do /who 1-10?

If this data isn't included in your server census numbers why do we even bother having it go through the process unless we get credit for updates from chars levels 1-10.
It still tracks data on chars under lvl 10 for character history, guild rosters and such, it just isn't included in the Census stats numbers.
And yes, you still get credit for sub 10 character updates.
