That in the bar graph of levels, zero gets its own colour

Currently bars are present for all levels being displayed in Censusplus, including those with 0 members/people at a given level. (Currently all blue bars)

If possible could we have 0 be represented by another colour, for instance green or red to more easily identify a 0.
