Balgair already covered the important parts, but couple of minor additional details:
1) Submissions are not processessed instantly. It normally takes about 1 to 8 hours for a specific submission to get processessed.
2) One can drop the "likely" part. If my improvised math is correct, even 16 people running censuses 24/7 with 15 minutes upload intervals, each person timed 1 minute off eachother would still miss occasional characters making very brief (= less than 1 minute) visits online.
And no faction is even close to that... I think the very highest values for specific factions are around 40 censuses submissitted per day... nowhere near 1440.

And sadly.. some realms fail to attract even one census a month, as things stand now.
Also, as additional afterthought, even that math would fail, if a single census lasts over 15 minutes, which isn't all that rare on high population realms. Hmmm... If I assume the about 54 minutes I recall to have spent on a peak time on high population realms is assumed as maximum... Ummm.... 55 people on for 24 hours per day at above mentioned assumptions... 54 x 1440 = 77760 censuses per day per faction to not miss anyone who stays 1+ minutes.... Uhhh... just not doable, ever.
