Rank:Population ratio

Is it true that rank is actually based on population? Because I went from scout to 90% of the way through Seargant. I'm going to PvP as much as possible until I reach the proper rank to get my Black War Raptor. However, since I play on a server that has an alliance:horderatio of 3:1, does the TOTAL server population affect rank, or is it your faction only? It would make more sense to be faction only, but you never really know.

Justr trying to get Stone Guard by next Tuesday, however realistic/unrealistic a goal it may be.

I plan on adding in some additional pvp stats tracking here that will hopefully shed more light on this question. I just haven't had time to get it implemented.
