PvP Ranks
25 honorable kills in the past week are required. Less than this, and you will not be counted in the statistics. In most cases, 25 kills is sufficient to hit the rank of Private. Additional advancement is calculated in relation to all other PvPers in your faction for the week, so there is no set amount of kills necessary to advance between two ranks.
The whole system is very complex. Long story short, if your server is very PvP-active, you will have to be very PvP active to progress. If there are not many people doing PvP, the same amount of activity would bring you futher per week.

Thanks, but what about level requirement for each ranks, Blizzard's website does not mention it. Does anyone knows?

There are no level requirements. If you PVP, you have a chance to get a rank.
However, Blizzard's website DOES say that it's much harder to gain rank, and easier to lose it at lower levels than it is at higher levels.

Which is why I quit pvping at level 55 to wait until 60.. Now I'm not only tripling my DPS (Which is now at 280 overall), but I'm running around doing WSG like whoah. Plus the fact that it was a holiday for WSG last weekend, and I've won 3 more AV matches since then, I'd say Lt. General here I come ;]

The reason I'm asking is becuase I was told you can't reach the rank of Sargent before hitting level 30. So if there's no other level requirements, as a lv 35 I can get as high as possible and use the Marshal items if I reach the rank???

Ok, so as a lv35 I can reach the highest ranks considering I have to work a lot harder, Got that. But what about the Marshal Items, will I be able to equip them?

You won't be able to use any of the rank-specific items, no. The item levels are as follows (I believe, anyway): 38, 48, and 58. Now, chances are you won't make Marshal at level 35. You also won't be able to use any of the superior or better quality gear, which requires level 60 (On the horde side, Blood Guard and better items are level 60. On the Alliance side, it's Knight-Lt. and better.)
So basically, while you would have a lot of good items to look forward to in the future, until you hit level 60 you'd just have the fancy rank. Also, keep in mind that how fast ranks are given are based on PvP activity of your server/faction. If you've already got 8 Marshal's, chances are slim that you'll ever get there. The opposite is true as well.
So good luck with that, I'm workin on Lt. General myself.. I want me an 80g mount, I've got no time to grind for 800 gold with no other perks.... Otherwise, I'd have no problems with it.

From what I gather their is a level requirement of 30 for anything above sgt.
Specifically if you look at the PvP ratings page on worldofwarcraft.com everyone below lvl 30 is stuck at 6500 rating, I have over 1000 HKs but I'm stuck at 6500 along with people who have 150 HKs

You also need to take into account that higher level kills and higher ranked kills are worth more honor. You may have 1000+ kills, but they most likely were not worth as much as the 150 that someone else got. ie a level 50 Lie. will be worth more honor than a level 60 Private.

Im not sure about not being higher than sergeant if youre less than 30 I know a NE rogue on greymane his names leesil and if you inspect him he shows a rank 5 but his name says sergeant leesil and hes only lvl 19. I think you can still acquire the ranks just not put them on yet. My char asheuze hit sergeant at lvl 19 but it took him over 1000 kills and Im pretty sure that 1000 hk's at higher lvls would give more than the just under 10k CP's I have.

It could also be that he has dropped in rank.
